The anti-graft agency has been granted orders to freeze Sh13 million paid by Homabay county government two years ago to a contractor for services not rendered.

This followed an application by the commission in the High Court to recover Sh36 million paid to Hartland Enterprises Limited for construction of the county Assembly block of Tender No HBCA/T/W6/2018-2019 that was to cost Sh348 million.

Detectives believe the money was shared among the County Assembly clerk, Accounting officer Faith Adhiambo, Project quantity surveyor at the Ministry of Housing and Public Works Patrick Tonui and the company directors.

The orders were issued by Justice Daniel Ogembo.
