Kirinyaga County paid Council of Governors (CoG) Sh9.9 million for rent, contribution towards annual devolution conference and office renovations according to latest audit report by Auditor General Edward Ouko.
The report for the year ending June 30, 2018 shows that the Anne Waiguru led government also bought assets worth Sh2 million and further additional furniture and fittings of Sh1.9 million for CoG’s office in Nairobi.
However during the audit, no goods received note from the council was provided to show whether the assets were actually received or accounted for.
Budget
The payment vouchers for the Sh9.9 million had different supporting documents and the county did not provide justification for making such payments to CoG which has its own budget and is funded by the National Government.
The county paid Sh5.6 million to three firms in respect to purchase of a specialized plant, equipment and machinery but were not supported by relevant documentation such as procurement records, tender evaluation minutes, delivery notes and good received notes.
“The validity and propriety of the payment totaling to Sh5.6 million in respect to purchase of specialized plant, equipment and machinery could not be confirmed,” read part of the report.
Sh14 million office furniture
The county also procured assets worth Sh7.2 million for office furniture and general equipment but payment details and schedules reflected an expenditure of Sh14.1 million resulting in a difference of Sh6.8 million.
Further, expenditure records for payments amounting to Sh1.9 million were not presented for audit verification. The approved budget allocation for the item was Sh9.1 million against the payment details of Sh14.1 million.
Also, payment vouchers and supporting documents for expenditure on insurance costs amounting to Sh12.5 million part of the Sh30.8 insurance costs were not provided for audit review.
