Seventeen (17) members of Isiolo County Assembly have written to the anti-graft agency seeking investigation of the Assembly clerk Salad Boru and Speaker Mohammed Roba Qoto over alleged misappropriation of public funds and gross misconduct.
In a letter seen by The Press Point, that was presented to the Ethics and Anti-Corruption Commission (EACC) Upper Eastern office Wednesday, the ward representatives claim the clerk had misappropriated Sh13.2 million meant for car grants of six of their members.
The affected members are Meja Abdullahi Golicha (Chari), Abubakar Abdi Godana (Sericho), Abdinoor Dima Jillo (Kinna), Nominated MCAs Fozia Jibril Bore, Kamila Warsame and Nura Mohammed Huka.
The action, the MCAs say, is contrary to the set regulations for reallocation of public funds from personal emoluments to development.
The legislators had on January 25, 2024 written to the Speaker seeking the removal of Mr Boru over reported illegal awarding of tenders among other accusations.
In the letter, the leaders claim the speaker ignored the letter noting,”….the Chair insisted that impeaching the speaker is tantamount to impeaching him as well.”
The clerk has also been accused of illegally including himself in all the house committees and awarding himself allowance of upto Sh1 million monthly, double his salary.
“Disregard to procedures for requisition, approvals and payments being done by the clerk and a relative in the finance department has been putting other workers a backwater,”the MCAs claimed.
Additionally, the MCAs claim that although funds for capacity building are withdrawn, they have never attended such seminars.
The MCAs are also accusing the he clerk of being rude and acting without decorum to intimidate them.
Three ward representatives who presented the letter to EACC for action accused some of their colleagues of pulling out due to alleged intimidation by some senior county officials.
The group declined to address the media.
Activist Mugambi Mugabe called on the ward representatives to come out and own up the document if indeed they mean the issues addressed therein had happened in the Assembly.
“You are elected by the people. What are you afraid of? Come out and make it clearly to the people instead of writing letters and shying from addressing the same,” he said.
