All Isiolo county government employees must seek clearance from the office of the Head of Public Service before attending workshops, seminars and training in and out of the county or risk disciplinary action.

A correspondence by County Secretary Dade Boru revealed that some county public service employees had developed a habit of attending training outside the county without permission, a move he said contravened the Human Resource Policies and Procedures manual for the Public Service.

Mr Boru further reprimanded some employees for not observing the official working hours as well as failure to report to the official work stations without valid reasons.

“This is against the provisions of the Employment Act, the Human Resource Policies and Procedures manual, the Public Officers Ethics Act and the Code of Conduct,” read part of the June 10, 2024 letter.

The letter sent to the Chief Officers, Municipality Manager, Attorney General and copied to Governor Abdi Ibrahim Guyo and County Executives has directed all county staff to strictly adhere to the official working hours, Monday – Thursday (8AM-5PM) and 8AM-4PM on Fridays.

“Any employee who does not observe stipulated working hours or is absent from duty without a reasonable cause should be subjected to disciplinary action in accordance with public service regulations, “said Mr Boru.

Failure to observe the set guidelines, CS Boru said, was denying the residents an opportunity to access services that they are entitled to.
