Isiolo leaders have supported the proposals contained in the Building Bridges Initiative (BBI) report saying it will enhance inclusivity for marginalized and underserved communities.
Led by Senator Fatuma Dullo and Deputy Governor Dr Abdi Issa who have asked residents to keenly go through the document before making their final decisions, the leaders said the increased allocation to the counties under the equitable share of revenue and creation of ward development fund will promote development at the grassroots.
Nominated MCA Sumeya Bishar representing youths said the proposed stiffer penalties for economic crimes offenders will ensure prudent use of public funds at the devolved units.
“The increased allocation of equitable share of revenue to counties from 15 to 35 percent will promote develop and create jobs for our people in the spirit of devolution,” said Ms Sumeya while asking Isiolo residents to keenly scrutinize the document in order to make informed decisions.
The prompt payment bill that requires public entities to prompt pay of invoices for goods and service was timely as will offer lasting solution to perennial pending bill issues that have seen several projects stall and contractors go for many years without pay.
The legislator said youths will largely benefit from Micro and Small Enterprise amendment bill which seeks to give young people who own enterprises a seven-year tax break and establishment of business incubation centres across the country.
The report will also contribute towards the realization of two-thirds gender rule and promotion of gender parity through the elective and appointive seats, she noted.
She said the recommended public participation Act will provide an effective framework for Kenyans to comfortably share their views at both county and national levels.
